Liz Lynne, Liberal Democrat MEP for the West Midlands, is today proposing a series of amendments in the Employment Committee of the EU Parliament to ensure that proposed health and safety legislation is more based on fact and past experience.
The main points of her proposals call for:
· The EU commission to properly assess staffing in its own Health & Safety Department.
· The Commission to draft impact assessments and draw on scientific evidence before coming up with new proposals.
· The Commission to make sure current legislation is being implemented in all Member States before drafting new legislation in the same field.
Commenting on her proposals, Liz Lynne said “Far too often the EU Commission tends to draft legislation which at best could be described as ‘aspirational’ without taking into account how exactly it will be implemented or even drawing experience from similar experience from the past and elsewhere. For example, its proposed new Noise Directive threatens to impose a whole raft of new legislation on musicians playing in clubs and pubs while blithely ignoring the fact that its own previous directive from as far back as 1986 has proved impractical.
“Health and safety at work is an area the EU has a key role to play in ensuring safety and fairness for all across Europe. It is imperative therefore that new legislation is soberly drafted with the real world in mind.”
